Scheduled visits and rounds

Boards can stay idle until the visit is due, then go quiet once it's done. Early scans aren't a completed round.

A board in a room or wing is bound to that location. The scan is the attendance; the portal is whatever check you attached.

Stationed never asks for or stores GPS. Presence is the signed hardware in the room, redeemed by a named account.
